North Korean state media claimed Kim left Pyongyang for Russia on his private train on Sunday and arrived there on Tuesday. Along with him, the top officials of the arms industry and military also reached Russia by train. This will be Vladimir Putin’s second summit with Kim Jong after 2019.

Meanwhile, America has objected to North Korean leader Kim Jong Un’s visit to Russia. The Kremlin has said it will hold wide-ranging talks with President Vladimir Putin amid warnings from Washington if it does not agree to an arms deal, Japanese media reported on Tuesday.

On Tuesday, Japan’s Kyodo news agency, citing an unnamed Russian official source, said a train carrying Kim had arrived at Khasan station, Russia’s main rail gateway to the Far East, from North Korea. A spokesman for South Korea’s defense ministry said they believe Kim entered Russia early Tuesday morning.

Meanwhile, Kim does not travel abroad frequently. He has made only 7 foreign visits. Not only that, he is the ruler who crossed the inter-Korean border only twice during his 12 years in power. Of his 7 foreign visits, 4 were to China, which is considered his main political ally.

Kremlin spokesman Dmitry Peskov said it would be a full-fledged visit. Discussions will take place between the two delegations and after that the leaders can continue on one issue at a time if necessary.

A Khasan administration official declined to comment on reports of Kim’s arrival. U.S. officials said arms talks between Russia and North Korea are actively progressing as the visit approaches, and that Kim and Putin may discuss arming Russia for the war in Ukraine.

Russia’s TASS news agency reported that Putin arrived in Vladivostok on Monday. He is scheduled to attend the plenary session of the Eastern Economic Forum, which continues until Wednesday. According to Russian news agencies, Peskov said his meeting with Kim would take place after the Eastern Economic Forum and that the leaders had no plans to address any kind of press conference. However, there was no confirmation on the venue of the meeting or whether Kim would attend the economic forum. Pyongyang and Moscow have denied that North Korea will supply weapons to Russia, which has spent a huge stockpile of weapons in the more than 18-month war.

An analyst said senior members of the North Korean delegation who handle defense industry and military affairs, including Director of the Munitions Industry Department Jo Chun Ryong, suggested the visit would focus on defense industry cooperation.

Michael Madden, a North Korean leadership expert at the Washington-based Stimson Center, said Jo Chun-ryong’s presence indicates that North Korea and Russia will reach some kind of agreement to buy weapons.

Chang Ho-jin, South Korea’s vice foreign minister and former ambassador to Russia, said it would be in Moscow’s interest to consider its international position after the Ukraine conflict and remember that it helped create the current nuclear non-proliferation regime. He said this military cooperation would be a violation of Security Council resolutions regardless of what (Russia) does with North Korea.
